However I’m not that knowledgeable, but it seems to me that you’re making it too complicated – it can be done in a much simpler way.
If you want to “branch” Blender – you just release a new version – whatever it is, be it 3.2.1, 3.2.2, 3.3.0, 4.0.0 – and it will naturally be “next version”.
3.2.2 would be the first version that will not be 3.2.0, but a completely new branch. Of course, since an LTS is a very slow process, Blender will mostly stay on 3.2.0 until 2021.3, with some minor changes, and then it will be 3.3.0.
At the very latest, and if no major new features are added in the meantime, 4.0 will follow, and some years later, 5.0.
Of course, some new features may be part of the LTS, if they are not important enough to release the new branch. 3.2.0/3.2.1 are for example not ready, and the Blender team only wants to add new features to Blender, without the need for a new version/branch. That’s why you hear about the “support branch” and the “development branch” – but that’s not a branching strategy, as you don’t have 2 (or more) parallel versions, but only 1.
If you think that Blender goes too slow, not enough features and you’re not satisfied with the current version – the solution is not a branch, but better to get in touch with the developer team and tell them what the problems are, why you think the current version is not ready to use and help make it better – and of course, if that’s actually possible.
For an estimate of how often you have to release a new version for Blender, start thinking about the release cycle, go to the website and find the release schedule. It would be nice to get feedback on the release cycle and schedule on the wiki as well (also in the ask.blender.org forums).
It’s not that I don’t like the idea of a “branch”, but personally, I don’t like the idea of a “fork” – you could say “this is the new version of Blender” or “this is the new version of Blender, but it uses this new library”… And you will end up with hundreds of different versions of Blender, without the usual interplay with other software. Just use the Blender version you like best – then you don’t need to be concerned about versions and branches (that may be a compromise if you don’t want to use the current release at the moment, and instead wait for the next release, but I think it’s better to just use what you like best and use the most stable release for the most part).

From your examples, I would really love to see an explaination of why the formats might be changing. As far as I am aware there is no official plan for the change and that is what makes me question it. Apart from the fact that it sounds like they are going to go from LTS to what sounds like a whole new numbering scheme. This again changes the consistency of Blender and that is what I am worried about. If they are going to do it, they may aswell just put forward an explaination of why they are doing it, even if its just in a blog post. I would like to see something more official as a guideline as to why they may change the numbering. Such as having an announcement in the mailing lists of the Blender Foundation.
I would like to see a breakdown of everything changed in Blender 3.2.1. I think the new development cycle is very nice and is good for Blender’s future. In the past Blender was just to complicated for the average user.
I am certainly going to use this in the future for maintaining my plugins. It’s nice having distinct releases and a definite rollout. Like I said, Blender is getting a little more mature and this would certainly help.
The official Blender 3.2.1 release will not be released on the 2nd of January. It will come out late on the 3rd of January 2017. The reason for this that the release will be as the release that it was first released in the development cycle. For example, if it was released in the second week of November 2016, then it will be out in the 3rd week of January 2017. I am not 100% sure of the release dates for Blender 3.2.1, but I assume that Blender is generally released in the third week of January. The weekend before, the developer team get together and make the announcement to let developers know that they are releasing an earlier version of Blender, which has new features and changes and fixes.

What is Blender 3D 3.2.1?
GPC + LIGHTER = FASTER
Next up, we are looking at lighting and shading in Blender. The lighting system has really improved and it’s looking really good. We’ve added a couple of new features to the material system. As it stands, materials are basically just a texture combination panel, but we added a nodes texture panel. When you attach a nogroup to a material, you can set the group to a nogroup that has a nodes operator, which will turn on a nice interface for setting your input and output connectivity. This is one of the new examples I mentioned, a nogroup of two nodes and a material. This one will combine whatever material is provided by the material node with whatever surfaces are provided by the rest of the group, for a nice little setup. We also added a dependency graph which will let you play with nodes on various materials to see how the effect changes over a variety of materials. We’ve also added a bunch of new shaders including a realtime conditional shader (good for skinning) and some fancy lighting and stuff for underwater. We’ve improved the traffic network to be more efficient and we got a bunch of bugfixes. It’s been an ongoing process for Blender, but the lighting improvements really came to fruition now.
Instead I think it should be called Blender 2.8 if youre asking me, because Blender 3.0.0 is not the first version, but the first release candidate. Its quite confusing, we should really avoid that (but it might be too late…).
In 2019 there will be a release candidate for Blender 3.0. As we have not yet decided when a new major release will be released, the numbering has been continued. Blender 2.8 marks the release of the first stable version of Blender.
